What does PIAM&V stand for?
PIAM&V stands for Project Impact Assessment with Measurement and Verification.
What is PIAM&V used for?
PIAM&V is a specific energy-savings project pathway available under the NSW Energy Savings Scheme (ESS). It is a project-based calculation method that compares modelled pre-project consumption with modelled or measured post-commissioning consumption.
Who must deem a PIAM&V project appropriate?
An approved independent Measurement and Verification (M&V) professional must deem the project appropriate, and baseline measurement procedures must also be deemed appropriate by an M&V professional, with written explanatory reasoning provided before the implementation date.
What should be established early when choosing PIAM&V for a project?
The project boundary and modelling approach should be established early, while meaningful baseline data can still be obtained, and the calculation method should be chosen before building the evidence file to ensure the right evidence is gathered from the start.
Is there a timing restriction affecting PIAM&V for gas-fired equipment?
Yes. Gas-fired steam boilers, water heaters, hot-water boilers and space heaters implemented on or after 1 July 2026 cannot create Energy Savings Certificates under PIAM&V.
What is the alternative to using PIAM&V for a project?
Projects may instead use a prescribed calculation method, which is a standardised approach, as opposed to the project-based PIAM&V approach tailored to the specific project.
